By the authority vested in me as President by the Constitution and statutes of the United States of
America, including Section 301 of Title 3 of the United States Code, and in order to assign to the
Secretary of the Treasury the authority to make payments to certain international financial
institutions, it is hereby ordered that the functions vested in the President by Section 129 of Public
Law 97 - 276 (October 2, 1982) are delegated to the Secretary of the Treasury.
