Message to the Congress Reporting Budget Deferrals

To the Congress of the United States:
In accordance with the Impoundment Control Act of 1974, I herewith report three new deferrals
of budget authority totaling $1,758.3 million, six revisions to existing deferrals increasing the
amount deferred by $191.3 million, and five revisions to existing deferrals which do not affect the
amounts deferred.
The new deferrals involve International Security Assistance programs, Department of
Transportation research and special programs, and the President's Commission for the Study of
Ethical Problems in Medicine. The revisions to existing deferrals affect Appalachian Regional
Development Programs as well as programs in the Departments of Agriculture, Commerce,
Defense, Health and Human Services, State, and Transportation. The details of the deferrals are
contained in the attached reports.
