By virtue of the authority vested in me as President by the Constitution and laws of the United
States of America, including Section 301 of Title 3 of the United States Code, in order to transfer
certain functions implementing international conventions concerning customs treatment of
containers in international commerce, it is hereby ordered as follows:
Section 1. The Secretary of the Treasury is hereby delegated authority to take all actions,
including the issuance of regulations, appropriate to carry out the approval and certification of
containers and vehicles for international transport of goods under customs seal pursuant to the
Customs Convention on the International Transport of Goods Under Cover of TIR Carnets (TIR
Convention), done at Geneva on January 15, 1959 (TIAS 6633), the Customs Convention on the
International Transport of Goods Under Cover of TIR Carnets (TIR Convention), done at
Geneva on November 14, 1975 (TIAS), and the Customs Convention on Containers, done at
Geneva on May 18, 1956 (TIAS 6634).
Sec. 2. In discharging this authority, the Secretary shall apply the procedures and technical
conditions set forth in the Annexes to the Conventions set forth above, as those Conventions are
modified, amended, or otherwise supplemented from time to time.
Sec. 3. The Secretary may prescribe a schedule of fees to defray the costs of the services provided
under this Order.
Sec. 4. The Secretary may, to the extent permitted by law, rely upon the services of non-profit
firms or associations in carrying out his duties under this Order.
Sec. 5. Regulations issued by the Secretary of Transportation under Executive Order No. 11459
shall continue in force and effect until superseded by regulations promulgated by the Secretary of
the Treasury under this Order.
Sec. 6. Executive Order No. 11459 of March 7, 1969, is superseded.
