To the Congress of the United States:
Transmitted herewith for your consideration is the annual report on Federal Energy Conservation
Programs required by Section 381(c) of the Energy Policy and Conservation Act (42 U.S.C.
6321(c)).
The report covers the implementing activities undertaken by Federal agencies during FY 1981 to
fulfill the requirements of Section 381 (a) and (b) of the Act. The report describes actions within
the Federal government, implementing energy conservation and efficiency standards in
procurement activities and progress towards developing a 10-year plan for improving the
Eenergy efficiency of Federally-owned or -leased
buildings. It also describes programs for carrying out public education activities to encourage
energy conservation and efficiencies and to promote carpooling and vanpooling arrangements.
