To the Congress of the United States:
In accordance with the Impoundment Control Act of 1974, I herewith report sixteen new
rescission proposals totaling $1,047,089,569, nine revised rescission proposals totaling
$386,829,000, twenty-one new deferrals of budget authority totaling $1,249,016,539, and eight
revised deferrals of budget authority totaling $443,179,221.
The rescissions affect programs in the Departments of Agriculture, Commerce, Education,
Housing and Urban Development, Interior, Justice, and Labor, and the Appalachian Regional
Commission.
The deferrals affect programs in the Departments of Commerce, Energy, Interior, Health and
Human Services, Justice, and Transportation, the African Development Foundation, the National
Science Foundation, and the Railroad Retirement Board.
The details of the rescission proposals and deferrals are contained in the attached report.
