By the authority vested in me as President by the Constitution and laws of the United States of
America, and in order to implement the White House Conference on Small Business
Authorization Act (Public Law 98 - 276), it is hereby ordered as follows:
Notwithstanding the provisions of any other Executive order, the functions of the President under
the Federal Advisory Committee Act applicable to the White House Conference on Small
Business Authorization Act, except that of reporting annually to the Congress, shall be performed
by the Administrator of the Small Business Administration in accordance with the guidelines and
procedures established by the Administrator of General Services.
