Executive Order 12570 --
Delegating Authority To Implement Assistance for
Central American Democracies and the Nicaraguan Democratic Resistance

the authority vested in me as President by the Constitution and laws of the
United States of America, including the Military Construction Appropriations
Act, 1987, enacted by section 101(k) of the Joint Resolution Making Continuing
Appropriations for the Fiscal Year 1987 (Public Law 99 - 500), the Foreign
Assistance Act of 1961, as amended (22 U.S.C. 2151 et seq.), and section 301 of
title 3 of the United States Code, and in order to delegate certain functions
concerning the designation of funds to be transferred and operation of
accounts, it is hereby ordered as follows:
Section 1. Pursuant to section 205, the account for
which funds are made available by title III of the Military Construction
Appropriations Act, 1987, is designated the account from which funds made
available by title II of the Urgent Supplemental Appropriations Act, 1985
(Public Law 99 - 10) are transferred.
Sec. 2. The Secretary of State is authorized to
perform the following functions vested in the President by sections 205 and 206
of title II of the Military Construction Appropriations Act, 1987:
(a)
Pursuant to section 205, the authority to designate the account to which funds
transferred from the funds appropriated by the Supplemental Appropriations Act,
1985 (Public Law 99 - 88), under the heading ``Assistance for Implementation of
a Contadora Agreement,'' are deposited, and the
amount transferred; and
(b)
The authority to implement section 206 utilizing the funds described in section
3 of this Order.
Sec. 3. The Secretary of Defense is authorized
to perform the function, vested in the President by section 206 of title II of
the Military Construction Appropriations Act, 1987, of designating the accounts
from which unobligated funds, made available by the
Department of Defense Appropriations Act, 1986 (as contained in Public Law 99 -
190), are transferred.
