Executive Order 12574 --
Establishing an Experimental Program Within the
President's Commission on Executive Exchange
By
the authority vested in me as President by the Constitution and statutes of the
United States of America, including the Executive Exchange Program Voluntary
Service Act of 1986 (5 U.S.C. 4103 note, 100 Stat. 964), it is hereby ordered
as follows:
Section 1. Establishment of the
Program. Effective
Sec. 2. Program Limits. The experimental program
shall be conducted during the fiscal years 1987 through 1989, and not more than
ten individuals may commence participation in the program during any fiscal
year. Acceptance of voluntary services from such individuals may not result in
the displacement of any employee of the government.
Sec. 3. Participant
Restrictions. An individual participating in the experimental program
shall be considered an employee of the agency to which assigned for purposes of
any laws, rules, and regulations of the United States, except that such
individual shall not be covered by chapters 51, 53, 63, 83, 87, or 89 of title
5, United States Code, or any comparable provisions relating to classification,
pay, leave, retirement, life insurance, or health benefits for employees of the
government.
