Press Secretary Arsht on the Implementation of the
Omnibus Trade and Competitiveness Act of 1988
The
President has signed an Executive order to implement the Omnibus Trade and
Competitiveness Act of 1988. The 1100 page act assigns numerous authorities and
responsibilities to the President. The President's general objective in signing
the Executive order was ``to ensure that the international trade policy of the
United States shall be conducted and administered in a way that achieves the
economic, foreign policy, and national security objectives of the United States
and in a coordinated manner under the direction of the President.'' The order
