Memorandum
for the Secretary of State and the United States Trade Representative
Subject:
Proposed United States-Canada Free-Trade Agreement
Having
considered the relevant measures taken by Canada, along with the unanimous
views and recommendations of the United States Trade Representative and
interested United States Government agencies, I have determined that Canada has
taken measures necessary to comply with the obligations of the United
States-Canada Free-Trade Agreement (Agreement). The
Pursuant
to section 101(b) of the United States-Canada Free-Trade Agreement
Implementation Act of 1988 (Public Law 100 - 449), I hereby direct the
Secretary of State to exchange notes with the Government of Canada providing
for the entry into force, on January 1, 1989, of the Agreement, in accordance
with Article 2105 thereof.
