CAVANEY, RED: Files, 1981-1983

Office of Public Liaison: Deputy Assistant to the President for Public Liaison

Byron M. “Red” Cavaney served as Deputy Assistant for Public Liaison in conjunction with Elizabeth Dole, Director of the Office of Public Liaison. Cavaney served as Dole’s deputy and oversaw the portfolio managers who worked directly with the various constituent groups. At first, the portfolio managers reported to Cavaney through either Diana Lozano or Jack Burgess. Lozano managed “human services” portfolios (blacks, Jews, Hispanics, etc.), and Burgess managed “special interest” portfolios (business, labor, etc.). This structure was simplified in mid-1982. Lozano and Burgess were assigned their own portfolios, and joined the other portfolio managers in reporting to Cavaney directly.

Cavaney saw to the organizing of meetings and outreach efforts involving the Public Liaison staff. He also dealt directly with selected constituencies – primarily business groups, and to a lesser extent Jewish groups and women.

Cavaney was born in St. Louis, Missouri but spent most of his childhood in southern California, graduating from Alhambra High School and attending the University of Southern California. He served in the Navy in Vietnam. Cavaney was a White House staff member for both the Nixon and Ford Administrations doing advance office work. He served as a volunteer in Ronald Reagan’s 1970 gubernatorial and 1980 Presidential campaigns. Immediately prior to the 1980 campaign, he was President and Chief Executive Officer of Ericson Yachts, a company based in Orange County, California.

Cavaney left the White House around the same time as Elizabeth Dole. For the next twenty years, he worked principally as the CEO of trade association groups such as the American Paper Institute, American Forest Products and Paper, the American Plastics Institute and the American Petroleum Institute. Currently he is a senior vice president for government affairs at Conoco/Phillips.

This collection is arranged in five series: Series I: Chronological Files; Series II: Memoranda and Reports; Series III: Subject File; Series IV: Events; and Series V: Telephone Logs.

SERIES I: CHRONOLOGICAL FILES, 1981-1983 (1.8 l.ft., Boxes 1-5)

This series consists of outgoing letters and memoranda, arranged in chronological order. Related incoming correspondence is filed with outgoing items. Some items sent under Elizabeth Dole’s signature are included.

SERIES II: MEMORANDA AND REPORTS, 1981-1983 (2.4 l.ft., Boxes 5-11)

This series contains White House staffing memoranda, as well as Office of Public Liaison weekly forecast tables, weekly reports, and meeting reports submitted by portfolio managers, documenting meetings with constituent group members. Files are arranged by document type or by portfolio manager.

SERIES III: SUBJECT FILE, 1981-1983 (4.8 l.ft., Boxes 11-23)

This series consists of alphabetically arranged files on a variety of topics, including: the 1982 Budget Review Board; the Small Business Innovation Research Act of 1981, also known as the Rudman Bill; the 1982 State of the Union Address; the White House Conference on Aging; proposals for President’s Reagan’s schedule; and Office of Public Liaison administrative matters.

SERIES IV: EVENTS, 1981-1983 (1.2 l.ft., Boxes 23-26)

This series contains files pertaining to Red Cavaney’s speaking engagements, briefing sessions, and meetings with constituent groups, as well as Office of Public Liaison events attended by Elizabeth Dole or other Public Liaison staff members. Also present are files on some Presidential events sponsored by the Office of Public Liaison. Files are arranged chronologically.

SERIES V: TELEPHONE LOGS, 1981-1983 (0.6 l.ft., Boxes 26-28)

This series consists of logs of incoming telephone calls for Red Cavaney. Files are arranged chronologically.
