Biography

Mary Elizabeth Alexander Hanford "Liddy" Dole (born July 29, 1936) is an American politician who served in the administrations of multiple Presidents including Lyndon Johnson, Richard Nixon, Gerald Ford, Ronald Reagan, and George H.W. Bush. She served as the first woman United States Senator for North Carolina from 2003-2009.

Dole was born in Salisbury, North Carolina to Mary Ella (nιe Cathey; 1901–2004) and John Van Hanford (1893–1978).

Dole attended Duke University graduating with distinction in Political Science on June 2, 1958. Dole has remained involved with Duke University, serving at various points in time as President of the Duke University Alumnae Association, and a member of the Board of Trustees and Board of Visitors. She has also spoken at Duke several times, including the commencement address in 2000.

Following her graduation from Duke, she did her post-graduate work at Oxford in 1959. After Oxford, she took a job as a student teacher at Melrose High School in Melrose, Massachusetts for the 1959–1960 school year. While teaching, she also pursued her master's degree in education from Harvard University. She completed this degree in 1960 and went on to earn a J.D. in 1965.

 

Dole, who had campaigned for the Kennedy-Johnson presidential ticket in 1960, began her first association with the White House in the later years of the administration of Lyndon Johnson.

 

Dole remained at the White House after Richard Nixon’s election. From 1969 to 1973 Elizabeth Dole served as Deputy Assistant to the President Nixon for Consumer Affairs.  She was promoted and recommended for this post by her long-time friend and mentor, Virginia Knauer. Dole later returned this favor and hired Knauer to work for her in the Office of Public Liaison at the Reagan White House.  Please see the Virginia Knauer collection in the Library for further information regarding Knauer.

 

Virginia Knauer also arranged for Elizabeth Dole to meet her future husband, Senator Robert Dole in the spring of 1972. The couple dated, and she became his second wife on December 6, 1975.

 

In 1973, Nixon appointed Dole to a seven-year term on the Federal Trade Commission. In 1975 she officially changed her registration from Democrat to Republican.  She took a leave from her post as a Federal Trade Commissioner for several months in 1976 to campaign for her husband. Robert Dole was selected as the vice-presidential running mate on the Republican ticket with Gerald Ford.  She later resigned from the FTC in 1979 to campaign for her husband’s 1980 presidential run.

 

Under President Ronald Reagan, Dole served as Director of the White House Office of Public Liaison and was appointed an Assistant to the President for Public Liaison from 1981 to 1983.  Reagan later appointed her as the first female Secretary of Transportation where she served from 1983 to 1987. She was also appointed by Reagan to chair taskforces that sought to reform federal and state laws to ensure equal rights for women.

 

During her tenure, the National Highway Traffic Safety Administration mandated the installation of a rear window center high-mounted brake light on new cars; these are sometimes called “Liddy Lights” in her honor.  She worked with MADD (Mothers Against Drunk Driving) to pass laws withholding federal highway funding from any state that had a drinking age below twenty-one.  The state government of South Carolina opposed the drinking age law and sued Dole in the case South Carolina v. Dole, but the Supreme Court ruled in favor of Dole.  She oversaw the privatization of the national freight railroad, CONRAIL.

 

Dole served as Secretary of Labor from 1989 to 1990 under President George H.W. Bush.  She is the first woman to serve in two different Cabinet positions in the administrations of two different Presidents. Her tenure as both U.S. Transportation Secretary and U.S. Labor Secretary focused heavily on improving public safety and workplace safety and health.

 

Leaving the government, Dole became the president of the American Red Cross.  She served until 1999 when she resigned to pursue the Presidency of the United States.

 

Dole’s husband, Senator Bob Dole, was the Republican nominee in the presidential election of 1996 running unsuccessfully against President Bill Clinton.  Elizabeth Dole’s most notable moment in the campaign came at the 1996 Republican National Convention.  She walked amongst the audience while speaking conversationally about her husband’s qualities.

 

Elizabeth Dole ran for the Republican nomination in the presidential election of 2000, but pulled out of the race in October 1999 before any of the primaries, largely due to inadequate fundraising.  In her only election results, Dole placed third – behind George W. Bush and Steve Forbes in a large field in the Iowa Straw Poll.  During this campaign it was rumored Dole was on the short list to be named vice-presidential nominee, a post that eventually went to former Secretary of Defense Dick Cheney.

 

In late December 2001, Dole decided to run for the North Carolina Senate seat made available by the retirement of Republican Jesse Helms.  She handily won the Republican primary with 80 percent of the vote over a lesser-known candidate.  In the November general election, she defeated her Democratic opponent, Erskine Bowles, a former chief of staff to former President Bill Clinton, by an eight-point margin.

 

In 2008, Dole was initially a heavy favorite for re-election, especially after several potential top-tier challengers all declined to compete against Dole.  Ultimately, Kay Hagan, a state senator from Greensboro, won the Democratic primary election and became Dole’s general election opponent.

 

In the 2008 election, Dole lost by a wider-than expected margin, losing to Kay Hagan by nine percentage points.  Dole suffered from accusations that she did not spend enough time in the state and by the heavy targeting of North Carolina by Democrats and the Barack Obama campaign.

 

Dole now heads her own foundation.  The foundation’s current focus is providing “care for caregivers.”  In 2010, Robert Dole was hospitalized at Walter Reed Hospital.  At that time, Dole met with many caregivers for returning veterans and became close to them and decided to focus on their needs and try to assist them via her foundation.

Scope and Content Note

The Office of Public Liaison under Elizabeth Dole was organized around constituent and advocacy groups. Each staff member had a portfolio of specific responsibilities. Dole appears to have delegated full responsibility for the day-to-day contacts with these groups but also was kept apprised of all of staff activities.  She was involved with very specific and targeted groups, including women, blacks, and the Legislative Strategy Group and their effort to pass the President’s economic recovery program.

SERIES DESCRIPTIONS

 

SERIES I: SUBJECT FILE, 1981-1983 (24.3 l.ft.; Box 1-61)

 

This series consists of material relating to meetings, briefings, presidential decisions and policy strategies for multiple issues and constituent groups. Some of the subjects covered include abortion; affirmative action; aging; agriculture;  the federal budget and budget reviews; the Caribbean Basin Initiative; the Clean Air Act; consumers; Davis-Bacon Act; Federal Trade Commission; health care; immigration; Indians; Office of Public Liaison personnel and administrative issues; Private Sector Initiative; regulations; religion; tuition tax credits; and the Voting Rights Act. Outreach and policy strategies covered are for African-Americans; conservatives; Hispanics; Jewish organizations; organized labor; senior citizens and veterans.

Dole was involved heavily with women’s issues and assisting with all efforts in passing and implementing the President’s economic recovery program.  Due to the focused nature and the size of this material the material on economic recovery is grouped in Series II and the material on women’s issues is grouped in Series IV. The series also contains some subject matters related to administrative functions by Dole as head of the office, including personnel issues and travel approvals. The subject folders are arranged in alphabetical order by folder title.

 

SERIES II: CABINET COUNCIL MEETINGS, 1981-1982 (1.2 l.ft.; Box 61-64)

 

This series consists of meeting notices, meeting agenda, background papers and minutes relating to the Cabinet and all seven Cabinet Councils of the Reagan administration.  There are slight annotations on some items, but these are rare. The meeting minutes are foldered separately from the meeting material at the end of the series.  All other folders are arranged chronologically (1982 meetings only) and so there is no one grouping of specific Cabinet Councils.

 

SERIES III: ECONOMIC RECOVERY PROGRAM, 1981-1982 (2.6 l.ft; Box 64-71)

 

This series consists of material relating to the promotion, garnering support for and ensuring the legislative success of the President’s economic recovery program.  The material is mostly focused on 1981 and the passage of the Economic Recovery Tax Act (ERTA).. The material is arranged alphabetically by folder title.

 

SERIES IV: WOMEN”S ISSUES., 1981-1983 (4.6 l.ft.; Box 71-82)

 

This series consists of material relating to the gender gap between the Republican and Democratic political parties; proposed policy changes to affirmative action programs and their affect on women; combating bad press reports on Reagan’s position on women and the Equal Rights Amendment (ERA); publicizing the number of women appointments in the Reagan administration; economic benefits to women in the President’s economic program including eliminating the marriage penalty increasing IRA contribution limits and inheritance taxes; economic equality for women including equal pay and comparable worth issues; promoting women as business entrepreneurs; and the Military Spouse’s Protection Act.  In addition, Dole was heavily involved in several projects notably the “50 States Project” and the Task Force on Legal Equity for Women. Both of these projects worked to eliminate or adjust any legislation or regulations deemed discriminatory towards women.  The “50 State Project” worked with state and local official on state matters and the Task Force reviewed federal laws and regulations.  The material is arranged alphabetically by folder title.

 

SERIES V: CHRONOLOGICAL FILE, 1981-1983 (2.8 l.ft.; Box 82-89)

 

This series consists of outgoing correspondence from Elizabeth Dole on a variety of subjects related to her functions as the Assistant to the President for Public Liaison. Also included are some internal White House memos from Dole regarding administrative, scheduling and personnel issues. Starting in mid-1981, the chronological files also contain outgoing memos from Dole to senior White House on policy issues and Office of Public Liaison plans and projects. In a very few case incoming correspondence is included. Also included is a 1980-1981 Appointment Calendar and an alpha-chron file for January-February 1983. The material is arranged chronologically.

 

SERIES VI: CHARLOTTE ELLIS CHRONOLOGICAL FILE, 1981-1983 (0.3 l.ft.; Box 89-90)

 

This series consists of outgoing memos and letters from Charlotte Ellis, Administrative Assistant to Elizabeth Dole and her second in command, Red Cavaney.  The material is regarding correspondence from the public requesting items, recommending personnel, staff persons needing help with public requests, Congressional requests and general administrative matters.  The material also contains outgoing memos and letters from Martha Fraas who was also an Administrative Assistant for Red Cavaney and Elizabeth Dole. In rare instances, incoming mail is included. The material is arranged in chronological order.

 

SERIES VII: OFFICE OF PUBLIC LIAISON AND SENIOR STAFF MEMORANDA

(2 l.ft.; Box 90-95)

 

This series consists of a set of incoming memoranda to Elizabeth Dole from various Office of Public Liaison senior staff. The memos consist of updates on current views and actions on Reagan administration policies and issues by various constituencies. The most notable groups are conservatives, religious groups including Jewish organizations, labor, the business community, veterans, women, and various ethnic and minority groups. These memos were filed in binders for specific time periods and arranged by the staff member’s name. We have continued this arrangement in the folders. 

 

This series also contains a small set of incoming memoranda from senior White House staff covering inclusion in events and other programs in the White House; review of Republican Senators; and requests for Dole and the Office of Public Liaison to respond or follow-up on certain correspondence or requests.

 

This series also contains outgoing memoranda from Elizabeth Dole to senior staff in the White House regarding current views and actions on Reagan administration policies and issues by various public constituencies. It also includes strategy plans for working with and improving relations with these groups including Hispanics, blacks, women, and the business community. Some material covers the mobilization of various public constituencies on behalf of the President’s legislative agenda, most notably the economic recovery and tax cut bills. It is arranged chronologically.

 

SERIES VIII: WHITE HOUSE STAFFING MEMORANDA (3.6 l.ft.; Box 95-104)

 

This series consists of White House Staffing Memoranda sent to Elizabeth Dole and the Office of Public Liaison for comments, edits and informational purposes.  It consists of the standard routing cover White House Staff memo asking for response to Richard Darman’s office, the White House Staff Secretary. Material covers every possible topic and includes requests for comments/edits on Executive Orders, speeches, proclamations, vetoes, trip agendas, press releases and fact sheets, enrolled bills, and meeting agendas and minutes.  Included are copies of Dole’s responses. These are sometimes penciled on the cover sheet, contained in a short typed note on the cover sheet or where comments are more substantial, in a written memo. Dole’s comments reflect input from her senior staff and generally reflect concerns of constituent groups on a certain issue.  The material is arranged in roughly chronological order.

 

SERIES IX: CORRESPONDENCE (2.4 l.ft.; Box 104-110)

 

This series consists of incoming letters, and general mailings to Elizabeth Dole.  The material is from outside the White House and is mostly from constituent groups lobbying Dole for particular positions on their issues. The material is arranged chronologically.

 

SERIES X: OFFICE OF PUBLIC LIAISON REPORTS (1.7 l.ft.; Box 110-115)

 

This series consists of a from report from senior members of the Office of Public Liaison staff describing meetings held that week with outside groups. It includes the name of the group; date, time and place of the meeting; staff member involved; number of guests; and a summary of the discussion with the various groups.  The form is called “OPL Meeting Report.”  They are arranged by week and there after alphabetically by staff member name. Some folders contain an additional form report entitled “Weekly OPL Activity Forecast.”  This form lists all of the scheduled meetings for that week.

 

In addition, there are a small amount of outgoing summaries and reports to Chief of Staff James Baker.  The material covers the fall of 1982. Two staff members have specific folders, Morton Blackwell and Virginia Knauer.  The reports are for April 1982-July 1982 and the folders also include summaries sent to Baker on their specific outreach work.

 

SERIES XI: EXTERNAL REPORTS (0.6 l.ft.; Box 115-116)

 

This series consists of reports for “Senior Staff” from the spring and summer of 1981 regarding outside activities of Cabinet Departments and various agencies regarding weekly activity and public events. The material reports on public affairs events (July 1981 only), Congressional relations and intergovernmental affairs for these departments and agencies. The material was distributed by Frank Ursomarso (White House Communications), Rich Williamson (White House Office of Intergovernmental Affairs) and Max Friedersdorf (White House Office of Legislative Affaris). The information provided by cabinet agencies is their weekly public activities. Most of these are focused on assisting the President’s efforts to pass tax cut legislation, and implementing new federal regulations particularly those emphasizing Reagan’s new federalism initiatives. The material is arranged by each distributor’s name.

 

SERIES XII: EVENTS (3.7 l.ft.; Box 116-125)

 

This series consists of material relating to Presidential meetings with constituent groups coordinated by Elizabeth Dole and the Office of Public Liaison.  Material includes schedule proposals with the purpose and background for the meeting; photographs of the meeting; meeting planning; lists of participants; a request for appointment form; follow-up responses from groups; background information provided by the participant group; comments on the level of support for Reagan and likely responses in a meeting; requests for messages from President Reagan for certain groups or events; and thank-you notes to the groups and/or individuals for participating. There a small amount of events with the Vice President.  The material is arranged in chronological order.

 

SERIES XIII: PRESIDENTIAL SCHEDULING PROPOSALS (0.2 l.ft.; Box 126)

 

This series consists of material relating to Presidential events proposed by the Office of Public Liaison for 1981 only.  It also includes Presidential events proposed by the Public Liaison Office which were turned down by the Office of Appointments and Scheduling. Folders include the original proposal from the Public Liaison staff (usually Dole), and other material supporting the event and explanations of changes or cancellations of events.  The regretted events include the “regret” stamp from Appointments & Scheduling.

 

SERIES XIV: INVITATIONS, 1981-1983 (6.7 l.ft.; Box 126-143)

 

This series consist of material relating to invitations to events, both personal and professional, for Mrs. Dole and often Senator and Mrs. Dole. The series includes folders of invitations accepted and events completed; and invitations declined. It is arranged in chronological order by the event date.

 

SERIES XV: TELEPHONE LOGS, 1980-1981 (0.8 l.ft.; Box 143-145)

 

This series consists of a combination of the White House “Telephone Memorandum” forms; pre-printed telephone message forms; handwritten or typed notes on incoming telephone calls; telephone “while you were out” notebooks; and a leather bound account book with handwritten phone logs kept daily from April 29, 1981-July 16, 1981.  The pre-printed “while you were out” notebooks contain messages for some of Dole’s senior staff also. Some of the notebooks were for Dole while she was on the transition staff for President-elect Reagan, but it appears they were carried over to the White House.
