GOLD, SYDELL P.: Files, 1981-1982

Defense Policy Directorate, NSC

Dr. Sydell Gold joined the National Security Council in August 1980 on temporary assignment to the Jimmy Carter administration from the Lawrence Livermore National Laboratory (LLNL). Dr. Gold continued under the Reagan Administration and was responsible for nuclear weapons matters, including the stockpile, the nuclear test schedule, safety and security, deployments, non-proliferation, and special nuclear material. She was also involved with nuclear weapons related arms control and foreign policy matters. Dr. Gold participated, as NSC representative, on interagency groups, such as the Nuclear Test Limitations group, and was a member of the Steering Group for the President’s proposed Department of Energy reorganization.

Dr. Gold was a technical staff member of the Sandia Laboratories, in Albuquerque and Livermore from 1962 through 1967. From 1974 through 1980, she was a senior systems analyst in the Evaluation and Planning Division of the Lawrence Livermore Laboratory. In 1980, she was laboratory representative to the Department of Defense/Department of Energy Long Range Resource Planning Study for the nuclear weapons stockpile.

Dr. Gold graduated from the Bronx High School of Science in 1957. She then graduated with a B.S. in Mathematics from Barnard College in 1961. She earned a M.S. in Mathematics in 1962 from the University of New Mexico. In 1973, she became the first woman to earn her PhD in Mathematics from the University of California, Berkeley. She has published or co-authored numerous classified articles on strategic issues, nuclear weapons and special nuclear materials, including “The Effects of a Comprehensive Test Ban on US/USSR Strategic Force Effectiveness” which was awarded the Military Operations Research Society (MORS) David Rist Prize.

In 1982, Dr. Gold accepted the position of Deputy Assistant Secretary for Strategic Systems and Arms Control within the Office of the Secretary of the Air Force. During the 1990’s, she joined Science Applications International Corporation (SAIC) becoming Senior Vice President and Deputy Manager of the Advanced Technology & Analysis Sector. In 2000, Dr. Gold was presented with the Women in Aerospace Outstanding Achievement Award for her contributions to the aerospace field and her role in the advancement of women in the field .

SERIES I: SUBJECT FILE (6.5 l.ft., Boxes 1-6)

This series consists of subject files on nuclear weapons, nuclear testing and programs, the ABM Treaty, arms control talks, non-proliferation, Department of Energy budget items and programs, particularly with the FY 1982 DOE budget, Standing Consultative Committee, Interagency groups on ASAT (Anti-Satellite), ERW, Chemical and Biological Weapons. These groups developed recommendations for the President on development, production, deployment and control of weapons.

SERIES II: CHRONOLOGICAL FILE (.7 l.ft., Box 6)

This series consists of memoranda and correspondence from September 1980 to September 1982.

SERIES III: PERSONAL/ADMINISTRATIVE (1.0 l.ft., Box 6-7)

This series consists of NSC administrative memos providing general information and instructions to the staff including how to prepare memoranda and handle incoming correspondence, information about White House passes and transportation, the White House calendar of events, and legal instructions from White House Counsel. Topics also include NSC assignments and distribution lists, issues for staff consideration, information for use in question and answer sessions with the press, press releases, and press conferences, memoranda to Richard Allen regarding weekly items and copies of the President’s and Mr. Allen’s schedules. Also within this series are personal files dealing mostly with Dr. Gold’s specific NSC work assignments.

SERIES IV: DEPARTMENT OF DEFENSE CURRENT NEWS, 1980-1982 (1 l.ft., Box 7-9)

This series consists of the publication Current News dated from October 1980 to January 1982. Current News was prepared by the Air Force for Department of Defense personnel and is a compilation of articles and editorials from newspapers and periodicals dealing with defense-related issues and foreign relations. There were three editions, the Early-Bird edition at 7:30 a.m., the Main edition at 11:30 a.m., and the Weekend Edition.. Special Editions, printed in blue, published re-prints of articles from journals such as Foreign Policy, Military Review, Commentary, and Orbis. Scattered throughout the series are three other publications Radio-TV Defense Dialog, which provided summaries of network news broadcasts dealing with defense-related issues; The Friday Review of Defense Literature, which provides reviews of books and articles; and Equal Opportunity which compiles articles dealing with equal employment opportunity issues.
