Biography
Born
in La Crosse, Wisconsin in 1951, Robert W. Helm received a bachelor’s degree
from the University of Wisconsin in 1973 and a master’s degree from the
Fletcher School of Law and Diplomacy at Tufts University in 1975. Following law school Helm moved to Los
Alamos, New Mexico to work as a professional staff member at the Los Alamos
Science Laboratory. In 1978 Mr. Helm
became a member of the United States comprehensive test ban negotiating
delegation in Geneva, Switzerland, where he represented the Defense Nuclear
Agency and supported the Joint Chiefs of Staff representative. In 1979 he joined the minority staff of the
Senate Budget Committee as the senior analyst for defense and international
affairs. In 1980 he became a senior
defense analyst on the majority staff of the Senate Budget Committee.
In
1982 Mr. Helm joined the National Security Council staff as the director of
defense programs and national security telecommunications policy. He monitored the Department of Defense
budget, coordinated defense budget issues with national security
telecommunications policy, and civil emergency preparedness issues.
Following
a nomination by President Reagan and eventual confirmation by the United States
Senate in 1984, Mr. Helm served as the Assistant Secretary of Defense (Comptroller). In 1989 he began a career with Northrop
Grumman as the Corporate Vice President of Government Relations. In 2010 he joined General Dynamics where he
serves as the Senior Vice President of Planning and Development, where his
duties include government relations, strategic planning, international
business, analysis and compliance, and investor relations.

This
collection consists of three series: SERIES I: Subject File; SERIES II:
Publications; SERIES III: Chronological File.
His material consists of memorandums, reports, testimonies,
publications, correspondence and cables.
SERIES
I: SUBJECT FILE, 1982-1984 (2.4 l.ft., Box 1-2)
This
series contains material relating to
information processing systems for emergency preparedness, emergency
communications, and Presidential Directive 53 on national security
telecommunications policy; draft national security decision directives on
emergency mobile preparedness; Emergency Communications Working
Group (ECWG) meeting minutes and member lists, protection of national security information, and
information on National Communication System (NCS) agency membership. It is arranged alphabetically and
chronologically thereunder.
SERIES II: PUBLICATIONS,
1982-1984 (3.1 l.ft., Box 3-4)
This
series contains publications from the Department of Defense and the Air Force
on MX, budget planning, conventional forces and manpower; readiness; and the
five-year defense program. It is arranged alphabetically.
SERIES III: CHRONOLOGICAL FILE,
1983 (1.0 l.ft., Box 5)
This
series contains material relating to Robert Helm’s correspondence on the 1984
federal budget, defense spending, the National Communications System, strategic
defense issues, military construction and military pay, and the Department of
Defense support of the 1984 Olympics. It is generally address to other National
Security Staff, National Communications System, and Department of Defense
officials. It is arranged chronologically.
