Liaison, White House Office of (Women, Consumer Affairs)
Mary
Elizabeth Quint was a longtime consumer affairs and
women’s advocate who was President of the General Federation of Women’s Clubs
from 1978 to 1980. She joined the White House staff on
As
the 1982 and 1984 elections approached, polls indicated that the “gender gap”
from the 1980 Presidential campaign still existed. Women remained less likely
than men to support Ronald Reagan on a wide range of issues, including war and
peace matters, economic policy, and “women’s issues” such as the Equal Rights
Amendment and abortion. To help counteract this trend, a number of Public
Liaison staff people worked on outreach to women, either as their primary
function or adding it as a part of their work with other advocacy and policy
groups.
One
of the center pieces of this outreach to women strategy during the Reagan
administration was the “50 States Project.”
This was a campaign to work with states in enacting legislation
guaranteeing women’s civil rights. It
was intended as a “federalist” pro-active position against enacting the Equal
Rights Amendment. Ms. Quint worked extensively on this project while at the White
House.
The
Quint collection is divided into six series: SERIES
I: Subject File I; SERIES II: Subject File II; SERIES II: Events; SERIES IV:
Organizations; SERIES V: Correspondence; SERIES VI: Weekly Activity Reports.
SERIES
I: SUBJECT FILE I, 1981-1983
Quint’s
collection contained two distinct subject files boxed separately and sent
separately to White House Records Management.
It was not readily apparent why they were separated (i.e. date, subject
matter), so the Reagan Library decided to maintain the two subject files as
separate series. Subject File I is more focused on
women’s issues, but is not completely limited to this topic. Material is
arranged alphabetically.
SERIES
II: SUBJECT FILE II, 1981-1983
Subect File
II is larger than Series I and broader in scope, although it still contains
many references to women’s issues. There is some small duplication of folders
between the two subject files, but we have maintained the original order and
not integrated these duplicate folders. It is arranged alphabetically.
SERIES
III: EVENTS, 1981-1983
This series contains material about
events attended by Ms. Quint. It also includes speech invitations declined
or cancelled. It is arranged
chronologically.

IV: ORGANIZATIONS, 1981-1983
This series contains material about
various organizations, primarily focused on women’s issues and consumer issues.
The folders consist of completed information sheets sent out by the Office of
Public Liaison and returned by the organizations. It is arranged alphabetically.

This series consists of chronological
files and correspondence divided by the receiver - Departments/Agencies,
Individuals and States.

VI: WEEKLY ACTIVITY REPORTS
This series consists of reports given
to the Director of the White House Office of Public Liaison from Quint regarding women’s issues advocacy, 50 States Project
and consumer advocacy actions taken in the past week. This series also contains some minutes from
staff meetings.
