Economic Policy Council
Mr. Tracy was hired by
the White House as part of the "Farm Bill" of 1986 (P.L. 99-198) to
provide the Congress and the farmers of America a direct liaison with the
President and the White House on specific agricultural issues such as agricultural,
food assistance, the drought, and farm failures. He was placed within the Economic Policy
Council, part of the Office of the Cabinet Secretary.
