Researchers should note that the White House Office of Records Management (WHORM) changed its method of classification of housing letters during the administration's second term.  During the first term, WHORM placed letters from the public expressing problems finding housing or housing assistance in the Subject file; during the second term, they placed these types of letters in the Alpha file by the individual's last name.  Therefore, boxes 1 through 9 primarily contain these types of letters while boxes 10 through 12 have relatively few letters of this type.
